For this rezoning proposal, LPA was retained for the preparation of a Concept Plan, Planning Rationale, and a Mineral Resource Impact Assessment (MRIA). The MRIA was prepared as a submission requirement due to the proximity of the site to a licensed sand and gravel pit.
The site is a large and predominantly vacant lot along the intersection of Mitch Owens Road and Albion Road. The rezoning is for the purpose of placing the site under a single zone (currently subject to two similar rural commercial zones) and to increase the range of permitted commercial and light industrial uses on the site.
The recently approved rezoning will provide opportunity for the large and underutilized commercial site to achieve an appropriate and efficient use of land that is in keeping with the rural character. A large vegetative buffer is to be maintained along the portions of the property abutting residential land uses, while the remainder of the site provides ample frontage along Mitch Owens Road.
