Ms. Sarah Fulford and Ms. Martha Fulford, are the owners of the property located at 90 Guigues Avenue. This property is located in the Lowertown West neighborhood, between Sussex Drive and Dalhousie Street. The site is located within the Lowertown West Heritage Conservation District.
The owner sought to redevelop the east and rear portion of the property to create a more efficient infill residential development and to support inner urban intensification. An existing low-rise apartment building, that has heritage status, is located on the front west part of the property, and is located on the south side of Guigues Avenue.
The Owner undertook consultations with local residents, and the City of Ottawa planning staff. The result of this process produced a design for 90 Guigues Avenue that required minor variances to the comprehensive City of Ottawa Zoning By-law (2008-250).
On May 27, 2011, the Committee of Adjustment approved the application for minor variances (with an amendment) and on June 22, 2011, the Decision was appealed by Ms. Patenaude (104 Guigues Avenue) and Ms. Shenstone (103 Guigues Avenue) to the Ontario Municipal Board.
Lloyd Phillips & Associates Ltd., presented planning evidence at the Ontario Municipal Board (OMB) in support of the proposal. In its Decision issued on November 10, 2011, the OMB upheld the COA Decision with amended minor variances that are now applicable.
The Owner then sought Site Plan Approval for the development. The following images represent what has been constructed.
