The subject site is a landlocked parcel located immediately behind the existing Richmond Home Hardware store on Perth Street in the Village of Richmond. It is a vacant agricultural lot surrounded predominantly by agricultural uses and rural commercial uses.
The owner of the Home Hardware store was looking to expand his business centre onto the lands to the rear. A Zoning By-law Amendment application and Consent to Convey application was required. The rezoning application was to change the zoning from Development Reserve to Rural Commercial, with a floodplain overlay. Development Reserve zones recognize lands for future rural development in areas designated as Village in the Official Plan, and the proposed zoning would reflect the existing zoning of the Home hardware store.
Lloyd Phillips & Associates Ltd. was retained to act as agent and planning consultant. Our responsibilities including providing planning advise, preparing a feasibility report and a Planning Rationale, managing both the rezoning and severance applications, coordinating public consultation, and carrying out consultations with the Rideau Valley Conservation Authority (RVCA) as a portion of the lands were affected by a Floodplain Overlay.
The application was approved by both the Agriculture and Rural Affairs Committee for the rezoning application and the Committee of Adjustment for the severance application.
