1040 Bank Street - Southminister Church

Lloyd Phillips & Associates Ltd. was retained by Windmill Development Group Ltd. as planning consultant and to act as agent for Zoning By-law Amendment Application for the lands known municipally as 1040 Bank Street. The site is located in the Old Ottawa South neighbourhood of Ottawa’s urban area, and is bounded by Bank Street to the east, Aylmer Avenue to the south, Galt Street to the west, and NCC land to the north. The site contains the Southminster United Church, which consists of the principal church building that was constructed in 1932, and Memorial Hall, an attached assembly hall added to the site in 1955.

The proposal is to retain the existing church and to replace the assembly hall at the rear with four townhouses and a 14-unit, six-storey apartment building. The proposed design needed to be sensitive to the existing character and historical elements of the church and the surrounding residential built-form along Aylmer Avenue and Galt Street. To achieve the proposed redevelopment, an application for a Zoning By-law Amendment was required to rezone the site from I1A – Minor Institutional to a form of TM – Traditional Mainstreet. The site was not subject to any heritage designations under Part IV or Part V of the Ontario Heritage Act. Our office was also responsible for facilitating public consultation meetings.

The application is expected to be heard by the City of Ottawa Planning Committee in November 2017.
