About Barrett >

Barrett joined Lloyd Phillips & Associates Ltd. as a land use planner in 2016 after graduating from Queen’s University with a Master’s Degree in Urban and Regional Planning. Barrett also has a Bachelor’s Degree from the University of Ottawa where his passion for urban planning began with education in geography, GIS, environmental sciences, and history. During his time in academia, he received the Queen’s Graduate Award on multiple occasions and completed a planning internship with Lloyd Phillips & Associates Ltd.


Previous to attaining his Master's Degree, Barrett worked for the United Counties of Stormont, Dundas and Glengarry as a GIS technician within the Planning Department. During his time there, Barrett was able to gain a strong understanding of the municipal planning process, and the important role of data collection and analysis for formulating sound planning policy. Barrett has been able to utilize his strong background in GIS and design for the preparation of concept site plans, subdivision plans, and building plans for a range of project types.


Barrett is experienced with the development approvals process within the City of Ottawa and surrounding municipalities, and has assisted a wide range of clients with a number of completed and ongoing projects, including Committee of Adjustment applications. Barrett has also assisted with a number of Ontario Municipal Board (OMB) and Local Planning Appeal Tribunal (LPAT) case files for both appellants and applicants. His intuition for development feasibility, his strong understanding of provincial and municipal planning policy, and his high level of organization and attention to detail, allow him to effectively and competently manage development projects from start to finish.

In addition to his academic credentials and certification as a Registered Professional Planner (RPP) and Member of the Canadian Institute of Planners (MCIP), Barrett has completed a course in Alternative Dispute and Conflict Resolution from the Kingston Centre for Mediation Services Education and Development Inc., which adds merit to his strong communication and project management skills, as well as his in-depth understanding of professional planning relations. His training, experience, and professionalism make him a valuable asset to both our clients and the firm.
